TRIBAL WELFARE

Tribal Welfare Department in YSR District had been an integral part of Social Welfare Department since 1982 and later it was combined with B.C. Welfare Department. However during 1999 as course of trifurcation, Tribal Welfare Department has been separated from B.C. Welfare Department an independent Office is establish in YSR District, Kadapa for exclusive development of Tribal.

POPULATION:

As per 2011 census the District Population is 28,84,524 and the ST Population is 75,886 with a percentage of 2.63%.

Role and Functionality of Department

“To lift the Scheduled Tribes People Socially, Educationally and Economically on par with other Developed Communities and to achieve a Just and Egalitarian Society” .There are  6 HCRS (Hostels Converted into Residential Schools) , 1 Pre Matric Hostel (at School Level), 1 Ashram School for Boys, 3 Post Matric Hostels (at College Level) and 01 Integrated Welfare Hostel Complex for Girls are being maintained by Tribal Welfare Department in Kadapa.

Schemes/Activities/Action Plan

 

Sl.No Schemes/Activities Description
1 Administration of Pre – Metric Hostels Admissions in the Hostels are given to Poor ST Students who are having White Ration Card and whose annual income is below 45,000/- providing all facilities such as food, cosmetics, accommodation, Note Books, Bedding material, uniform, night wear, slippers, sports material, etc., for free of cost.
2 Administration of Post – Metric Hostels Admissions in the Hostels are given to Poor ST Students who are having White Ration Card and whose annual income is below 45,000/-providing all facilities such as food, cosmetics, accommodation, Bedding material, slippers, sports material, night wear etc., for free of cost.
3 Post Metric Scholarships All ST Students with White Ration Card and who are having White Ration card or whose annual income is below Rs.2,00,000/- are eligible for applying of Scholarships from Intermediate and above courses.

All the ST students who applies for Scholarships will be given fee Reimbursement, Mess fee, exam Fee, etc.,

4 Pre Metric Scholarships All ST Students of classes from V to VIII having White Ration Card and whose annual parental income is below Rs.2, 00,000/- are eligible for applying of Scholarships.

All ST Students of classes from IX to X having White Ration Card and whose annual parental income is below Rs.2, 00,000/- are eligible for applying of Scholarships.

This scheme is for providing financial assistance to ST students pursuing studies in schools run by the Government, local bodies such as Mandal, Zilla Parishad and Municipalities or schools aided by the Government.

5 Best Available Schools ST Students of 3rd Class,  5th Class & 8th classes who are having white ration card and whose annual parental income is below 70,000 are eligible for this scheme.

3rd Class (Residential) 14 seats, 5th Class (Residential) 7 seats & 8th Class (Residential) 7 students will be given admissions to private schools in the district.

For 3rd class each student fee will be paid, uniforms, books, tie, belt, shoes and accommodation in school hostel will be given.

For 5th class each student fee will be paid, uniforms, books, tie, belt, shoes and accommodation in school hostel will be given.

For 8th class each student fee will be paid, uniforms, books, tie, belt, shoes and accommodation in school hostel will be given.

6 Hyderabad Public School Under Hyderabad Public School Scheme 04 Admissions are given into Class – I (Non-Residential) of Scheduled Tribe Students for the Year 2019-20 through Lottery System.

 

7 Ambedkar Over Seas Vidhyanidhi This scheme is to provide financial assistance upto 10 Lakhs to 15 Lakhs as grant to ST students to persue their higher education in foreign countries. The family income of applicant from all sources shall not exceed Rs.6.00 Lakhs per annum.
8 Admission into Corporate colleges This scheme is to provide Admission for meritorious poor students belonging to ST into reputed Private Junior Colleges,introduced by the Government from the year 2011-12.The District Selection Committee has selected the following junior colleges to implement the scheme for the year 2019-2020.

Sri Chaitanya Girls Junior College, Chittoor,

Sri Chaitanya Junior College, Chittoor,

Gitanjali Junior College, Kadapa.

NRI Academy Junior College, Chittoor.

The Government have allotted (14) seats providing admissions to poor students on merit basis to Kadapa District under the scheme for the year 2019-2020.

9 NTR Vidyonnathi Scheme This Scheme is to provide financial assistance to the ST Students to meet the coaching fee and expenses for All India Civil Services and State Group Services.
10 Financial Assistance to ST LAW Graduates This Scheme is to provide financial assistance to ST graduates imparting training in administration of justice.

The rate of stipend is Rs.1000/- per month uniformly for all (03)years. The amount towards purchase of books and furniture as one time grant in 1st year Rs. 6000/-

Qualification: He / She must be Law graduate (BL / LLB) must enroll in Bar council and belongs to Scheduled Caste.

Annual Income: Income limit for eligibility for admission of candidates for Undergoing training in administration of justice be enhanced as in the case of Government of India’s pattern in respect of Post – Matric Scholarships for students in Professional and Post Graduate Courses i.e., Rs.2.00 Lakhs per annum.

11 Jagjeevan Jyothi (Free Power 0 to 100 Units) The Government has extended the benefit of free power up to 100 units to ST consumers under Jagjeevan Jyothi scheme. ST households consuming 125 units per month would be supplied free power.The scheme was earlier applicable up to 75 units and now, it has been extended to 100 units to benefit more than 15,000 ST consumers, providing over Rs.1.60 crore subsidy per annum, which will be reimbursed by the Tribal welfare department immediately.
12 Skill Upgradation Scheme This Scheme is to provide financial assistance to the ST Students for coaching in TOEFL / IELTS / GRE and GMAT and other for admission in foreign Universities.ST Graduates or final year students at Graduation Level whose family income is less than Rs. 2.00 Lakhs per annum are eligible under the scheme.
13 RoFR Act – 2006 The Government have enacted “the ST and other Traditional Forest Dwellers (RoFR0 Act 2006, that came into force on 31-12-2007 and the Rules there under which came w.e.f., 01-01-2008.

Other Traditional Forest dwellers means any member or Community who has at least three generations prior to the 13th day of December 2005 primarily resided in and who depend on the Forests land for bona fide livelihood needs. For this purpose. ‘generation’ means a period comprising twenty five years under this Act the ST and other traditional Forest dwellers will be provided upto 10-.00 acres of forest land each for eking their livelihood.

Under RoFR Act 2006 , 67 members off Yerraballi Village of Pulivendula Mandal were provided Forest alnd of 122.00 Acres and pattas were assigned to them.
